Russia: Issuing of “Quarantine” Sick Leave to Employees Over 65 Cancelled

The Government of the Russian Federation recently canceled the process of issuing sick leave to employees over 65.

From April 1, 2020, temporary rules for issuing disability leave to employees over 65 were approved. According to these rules, the specified category of employees, while observing the self-isolation regime during the spread of coronavirus infection, could receive an electronic sick leave. The exception was those employees who:

  • switched to remote working mode
  • are on annual paid leave.

To obtain such sick leave, the employee had to inform the employer of an intention to issue it. The employer was required to form a list of employees who are entitled to obtain electronic sick leave and submit a register of information for the fixing and payment of allowances to the bodies of the Social Insurance Fund of the Russian Federation. The right to allowance does not depend on where the employee was during quarantine -at their residence, in an apartment, house, or cottage.

From April 1, 2021, this process has been stopped, and it will now not be necessary to issue “quarantine” sick leaves. From April 1, 2021, the transfer of employees over 65 to remote working mode will be advisory and not mandatory. Employers will have to independently assess the situation in their region and transfer employees to remote working when necessary.
