Russia: Submission of Information for an Economic Census

Representatives of small businesses are required to provide information on the main figures of their activities for 2020.

As part of the census, companies must report on form MP-sp, approved by Order No. 469 of the Federal State Statistics Service (Rosstat), indicating the following information:

  • applicable tax regime
  • data on employees and salaries
  • revenue figures based on the results of activities
  • amount of investments received
  • other information.

If the company did not operate in the past year, then the report must still be drawn up.

Individual entrepreneurs are also required to submit information about their activities as part of the census, but they are provided with a different form of reporting – N1-entrepreneur.

It is possible to report the forms:

  • in paper form, by submitting them to the local branch of the State Statistics Service (Rosstat), or by sending the document by mail with an enclosure list
  • in electronic form through the official website of Rosstat or the unified state services portal.

The deadline for submission of reporting is :

  • April 1, 2021 – when submitting a report to the Rosstat authorities.
  • April 30, 2021 – if the report is submitted through the state services portal.

To submit reports in digital format, companies should have an account on the relevant website, and a valid certificate of enhanced qualified electronic signature. More detailed instructions for filling in and sending the report can be found on Rosstat or the state services portal.

The Rosstat authorities send a notification to the companies that the information is accepted. If the reporting is made incorrectly, the company will receive a negative report with the requirement to correct the errors.

The economic census is conducted once every 5 years. Participation in it is mandatory, as well as the submission of statistical information. For non-submission or late submission of initial statistical information by respondents, administrative liability is provided under article 13.19 of the Administrative Code of the Russian Federation:

  • for officers – a fine of 10,000 – 20,000 rubles;
  • for legal entities – a fine of 20,000 – 70,000 rubles.

For repeated violations, the punishment increases:

  • for officers – a fine of 30,000 – 50,000 rubles;
  • for legal entities – a fine of 100,000 – 150,000 rubles.
